Overview
Rationale:
With the advent of the 21-year-old drinking age law, many areas have seen an increase in violation of purchase, attempted purchase, possession, and consumption of alcoholic beverages by underage persons. While Texas law provides penalties for this offense, it also makes provision for an education effort designed to alter behavior. Young people who illegally consume alcohol are prime candidates for DWI. In addition, data supplied by young people charged with Minor-In-Possession (MIP) offenses has shown that as many as fifty percent (50%) of them have serious problems with alcohol which go well beyond a single offense. For these reasons, a uniform educational program has been developed to provide information and possible referral services.
This curriculum contains seven different but related topics, as follows:
- Topic One: Social Values
- Topic Two: Advertising and the Alcohol Industry
- Topic Three: Alcohol and Young People
- Topic Four: Alcohol and Accidents
- Topic Five: Laws Relating to Young People and Alcohol
- Topic Six: Youth and Drinking Problems
- Topic Seven: Decision Making

I. Social Values
I. Purpose
To help young people examine and evaluate our society's beliefs and values related to the use of alcohol.
II. Advertising and the Alcohol Industry
I. Purpose
To help participants understand the influence advertising has upon our choices concerning the use of alcohol.
III. Alcohol and Young People
I. Purpose
To help young people understand the effects of alcohol on humans and especially on younger persons.
IV. Alcohol and Accidents
I. Purpose
To provide information to young people about the relationship between alcohol and various types of accidents and deaths, especially as they relate to young people.
V. Laws Relating to Young People and Alcohol
I. Purpose
To help young people gain an understanding of the various laws relating to the use of alcohol by minors.
VI. Youth and Drinking Problems
I. Purpose
To help young people examine their drinking pattern and explain aspects of a potential drinking problem.
VII. Decision Making
I. Purpose
To assist young people in making quality decisions about the use of alcohol.
